A rising hip-hop artist from Atlanta has polarised fans after posting a video on social media of him watching a group of homeless people fight for money he threw in the air as an acquaintance laughs.

Rapper Ralo received heavy criticism for the clip, which shows him throwing what he claims to be US$30,000 from his sports car into a group of people in the carpark of a homeless shelter.

Ralo's friend, who filmed the video, can be heard chuckling as a throng of mostly poverty-stricken men scramble and jostle each other in an effort to collect as many notes as they can.

The video is one of several he's released as part of his self-titled 'Ralo Homeless Challenge'.

A number of Instagram users voiced their disapproval at the video, with one saying "he did it for his own entertainment purposes and not to truly help them".

"Truly helping them would've been to line them up and hand them the money, like they're human. They're already down on their luck and obviously struggling, so an act of kindness like that would've made a big difference," she wrote.

Ralo has since responded to the criticism, saying it highlights the hypocrisy of people who wouldn't complain if he spent the money at strip clubs - and he plans on "making it rain" at more Atlanta homeless shelters in the future.

"I get 10k just to perform in the club why the hell I can't give back to the needy. I been making it rain in the clubs all my life AN ain't nobody neva said s*** bout that but when I give it to those that really need it, it's a problem [sic]," he wrote on Instagram.

"Ain tell nobody to laugh nor did I tell anyone to fight over the money. I went to several different shelters that day AN did the same thing. I know I made many people day AN helped them a lot so really f*** wit you talking bout [sic]."

Ralo also took to Instagram last week to taunt the women who turned down his advances while he was at high school, while holding a stack of cash.
