The Mayor of Upper Hutt is calling for Corrections to sort out ongoing problems with electronic monitoring bracelets.
Two people have now fled police in the region this month after removing the ankle devices.
Wayne Guppy says his community needs to be reassured.
"If the processes and community safety is not available or can't be guaranteed then there's no place for people being monitored in the community. They've got to get it right."
Mr Guppy says there's a breakdown somewhere and it needs to be fixed.
