Police are investigating a bomb threat made at the Ministry of Social Development offices in Palmerston North today.
A "disgruntled" man left two bags in the office at around 10:15am.
The man had previously made threats at the office, police said.
The area has been cordoned off and bomb disposal experts have been called.
