The Whanganui District Council is due to decide whether to give the go-ahead to a $40 million wastewater treatment plant.
Construction was delayed in 2014, due to potential unaffordability for the community.
However, a council report says various options have since been investigated to minimise costs.
The existing plant has not been operating since 2013, after foul odours permeated the district due to a malfunction.
Wastewater has since been discharged to the sea under emergency provisions.
The council will meet today to make a decision.
