Several government offices in Christchurch were locked down after a threat was made.
Police advised Housing New Zealand of a threat on Friday, a spokesman said.
"We take the health and safety of our staff and customers seriously and immediately locked our Papanui office in Christchurch. All staff were safe and accounted for," he said.
A police spokeswoman said a man had been located and the matter had been resolved.
She said further details would be released later.
Ministry of Social Development offices in Papanui and New Brighton were also closed as a precaution, media report.
Two Work and Income staff were shot dead in the government department's office in Ashburton in 2014.
