Should possessing marijuana be considered a criminal offence?

The debate over whether cannabis should be illegal or not is continuing to rage, with Associate Health Minister Peter Dunne calling for Class C drugs to be moved to the Psychoactive Substances Act.

It would pave the way for a regulated legal market in soft drugs and has received support from Kiwi musician and icon Neil Finn.

But Prime Minister Bill English has poured cold water on the idea, saying marijuana does "real damage to people".

It also raises questions over the difference between decriminalising the drug, and legalising it.
