Several homes and a motel near Tyne St, Invercargill, were evacuated on Thursday afternoon due to reports of a strong chemical smell.
Cordons were set up near The Haven as a "precautionary measure" and police directed students from nearby St Josephs School for their safety, a spokesperson said in a statement.
People were also asked to "ensure young children do not wander off in the area" and others were warned to stay away from the area if they could.
The fire service found the chemical smell was "coming from an individual using cannabis oil".
Police have yet to locate the individual but have removed the cordons.
