The Government is being urged to 'get on with it' when it comes to New Zealand's freshwater policies.

A discussion document has been released, and takes a tough stance on farmers, threatening strong penalties if stock is found in waterways.

Irrigation New Zealand's Andrew Curtis isn't satisfied.

"[We are] welcoming the discussion document however we are feeling there are a number of things that have been discussed for a number of years now. I think the time for talking is almost done, it’s a time for action and this is what we want to see," he says.

The report also outlines plans to establish a $100 million fund for cleaning up lakes, rivers, and wetlands.
