Prime Minister Bill English is close to confirming Cabinet appointments to replace Murray McCully as foreign minister and Hekia Parata as education minister.
Both have previously announced they won't be standing for re-election in September.
"I think it will be an interesting enough reshuffle, but bear in mind it will be pretty small," Mr English told The AM Show.
"Five months to an election, we want to make sure Ministers continue to stay focused on delivering very good services and regulation for the public."
Nikki Kaye is almost certain to replace Ms Parata as education minister.
Speculation about the new foreign minister has centred on Health Minister Jonathan Coleman, Trade Minister Todd McClay and Defence Minister Gerry Brownlee.
Mr English has previously said Mr McCully and Ms Parata would attend their last Cabinet meeting on May 1.
