MP for Whanganui Chester Borrows caused a stir recently when he insisted we need to shift the focus from being tough on crime, to being smart on crime…

It’s hardly a populist view, and not exactly a line his National government takes... but he says it’s shared by many with knowledge of the issues around crime… and it could lead to a reduction in the prison population in several years’ time...

So, where do we start?
