Topless painted women posing for pictures are igniting controversy in New York's Times Square.
Mayor Bill de Blasio has created a taskforce to examine how it can rein in the women he believes are a nuisance to tourists, who are asked for tips in exchange for photos.
Hundreds of bare-chested women took to the streets of New York to protest the Mayor's plan.
"It's logical – why can a man go outside topless, and a woman can't, even though it's legal?" one protester asked.
"It is legal, and he should know that. We should be able to do it without anyone harassing us. It's just meat, it's just breast, and it's nature."
New York is one of the few cities in the world where it is legal for both men and women to go topless.
