Australia's new Prime Minister has announced sweeping changes to his first cabinet.

Malcolm Turnbull has introduced five women into the cabinet while stripping many high-profile male ministers of their positions.

In a surprise move, former treasurer Joe Hockey has turned down a front-bench demotion and announced he is quitting politics, saying he is bringing his parliamentary career to a close.

The new cabinet is far from the gentle change many were expecting.

Some ministerial appointments were coming such as Scott Morrison announced as the new treasurer along with moves no one saw coming such as the appointment of New South Wales Senator Marise Payne as the nation's first female Defence Minister.

Former Australian Defence Minister Kevin Andrew pointed out the unstable nature of Australian government, saying there have been more defence ministers in Australia than prime ministers in the last three years.
