Can policymakers keep up with technological advances?

E-cigarettes, Uber, drones and Airbnb: technological developments are happening all the time.

However, the problem with regulating these technologies is that policymakers can't keep up with our increasingly digital world.

This means regulators are often trying to apply old regulations to new technologies.

Julian Morris, vice president of research at US think-tank The Reason Foundation, spoke to Mark Sainsbury and explained how one rule doesn't necessarily fit all.
