Americans received an estimated 1.2 million drones this Christmas, up 112 percent from 2015.
But before drones take flight, the owner needs to register with the Federal Aviation Authority or face the potential of huge fines - something drone makers won't be required to tell purchasers until at least 2018.
Just this month, an inspector general report criticised the FAA's oversight of drone safety.
And now thousands face fines and potentially even criminal penalties.
