A female politician in Texas has created a bill which, if passed, would fine men US$100 for masturbating - unless it was a legally-allowed session at a hospital or clinic.

"Emissions outside of a woman's vagina, or created outside of a health or medical facility, will be charged a $100 civil penalty for each emission, and will be considered an act against an unborn child, and failing to preserve the sanctity of life," it reads.

Jessica Farrar's "Man's Right To Know Act" would also include a "medically-unnecessary digital rectal exam and magnetic resonance imagining of the rectum" and a mandatory waiting period before receiving a prescription for Viagra.

"A lot of people find the bill funny. What's not funny are the obstacles that Texas women face every day, that were placed there by legislatures making it very difficult for them to access healthcare," Ms Farrar told mysanantonio.com.

Texas' House of Representatives is currently in the hands of a Republican majority, and it has some of the toughest anti-abortion laws in the US.

In recent years Texas has passed laws including forcing women to undergo an invasive ultrasound scan at least 24 hours before they get an abortion.

"When a woman has to have a trans-vaginal ultrasound, it has nothing to do with her healthcare. One of the state's objectives is to guilt her into changing her mind," Ms Farrar told the website.
