Same-sex marriage in Australia: Why is it even a question?

The Turnbull government in Australia has turned to legal advice over how to offer the public a vote on same-sex marriage. 

Options on the table include a free vote, which conservatives don't like, and a non-binding postal plebiscite, which the liberals don't like.

It's all got a bit messy.
