There are plans for a roundabout at the deadly intersection near the Waitomo Caves, the scene of two crashes that have killed two tourists.
Some improvements have already been made where State Highways 3 and 37 merge.
But the Transport Agency's Kaye Clark admits a roundabout may be the next step.
"We are undertaking to do further investigation. We'll be doing that in consultation with this council. This next bit of investigation is key to what we do next."
Last month American honeymooner Kallan Stathem was killed when his car was crushed by a cement truck.. His wife flew home this week after time in hospital, still unaware he was dead.
