It's been revealed the performance of both Defence Force and its ministry have been given a rating of just 50 percent by minister Gerry Brownlee.

Officials have just fronted to a Parliamentary select committee to discuss their annual report in front of MPs.

Vice Defence Force Chief Kevin Short says the low performance mark was due to the quality and timeliness of advice given to the minister, as well as his limited time in the role.

The target for Mr Brownlee's approval rating was 90 percent.

The standard of living for Kiwi troops in Iraq has also been called into question following a critical report from the US Department of Defence.

It highlights a drop in morale for coalition trainers because of poor living conditions including a lack of running fresh water.
