New video emerges of alleged police brutality

Newshub has uncovered fresh footage of alleged police brutality in New Plymouth.

Police are investigating after initial video emerged of a New Plymouth officer appearing to grab a handcuffed man by the neck and force him to the ground.

The new video shows what happened in the minutes preceding the incident.

According to witnesses, Daniel, who has a hearing problem, was given a warning for drinking in a liquor ban area.

He was arrested when he tried to put his alcohol bottles in the bin after being told to throw them in the car.

"[The police officers] asked Daniel to tip out his beer and throw the two empty bottles into the car -- he didn't hear them say these words so he proceeded to walk to the bin," one of Daniel's friends says.

The video begins with Daniel standing quietly as an officer handcuffs him, explaining the reason for the arrest is because "you weren't listening mate".

"He's deaf, bro," one of Daniel's friends says in response.

"You're going to spend the rest of the night in the cells, and then you're going to end up getting a fine," one officer tells Daniel.

Daniel can then be seen turning to face the officer, saying: "You stupid piece of s***."

It's several seconds after he turns away and steps back that the second officer puts him in a chokehold and forces him to the ground.

Daniel's hearing aids are knocked out during the incident.

"What the f*** is that s***," the man behind the camera says repeatedly, with another person saying, "Hey, no need to choke him."

When another officer appears one man tells him to get the officers off Daniel, who is on the ground.

A fourth officer then turns on the camera, telling him: "Get away, get out. I'll lock you up, I'll lock you up for obstruction if you don't go away.

"Turn around, and walk away. Go away, go on, go away."

At this point, there are four officers restraining Daniel on the ground. His hearing aids have still not been recovered.

Together the officers put Daniel into the back of the police car as one of his friends pick up his hearing aids.

Police are investigating the incident to establish whether the use of force was appropriate in the situation, and what events led to the arrest.
