Workers at the scene where a man was seriously injured in a Lower Hutt hit-and-run during a police pursuit say they're shocked at what happened.

Police say occupants in a car tried to conceal their identity from officers as a police car drove along Stokes Valley Rd, at around 12:55pm today.

It turned into nearby Chittick St, and because of their suspicious behaviour, the officers turned around, at which point the car sped off.

The car lost control after navigating a number of corners and hit a traffic management worker who was part of a team working on power lines.

Once the car stopped, three people got out and ran off.

Police managed to give first-aid to the man before emergency services arrived. He's been taken to hospital and is in a stable condition.

The second officer in the car chased after the driver, who was eventually captured by a police dog unit and is now helping them with inquiries.

A construction worker, who was at the back of the property where the incident happened, said no one expected something like this to happen.

"As I ran to the front I see all the cars and that, and the guy run over. The [offenders] scarpered down between the houses, ran across the creek and straight over into the other street.

"Poor guy, he was just monitoring his cones and then got caught up in this accident."

The man, who did not want to be named, said the car hit the van, "bounced off" and hit the man. The car then hit another ute.

"Seeing one of the work boys get hammered -- just not something you expect to see on a Monday."

The man did not know the victim and were from separate companies, but were both working in the area.

The Independent Police Conduct Authority has been notified of the incident.
