Problems mount for Wellington cycle project

A controversial Wellington cycleway that divided a community could undergo more changes.

An independent report into the city's Urban Cycleways Programme has called for a review of the Island Bay cycle route.

The report also found that problems with the Island Bay cycleway have spilled into the council's other planned projects, resulting in a loss of general community support.

It was commissioned by the New Zealand Transport Agency (NZTA), following public reaction to cycling developments in the capital.

It found significant issues with most aspects of the cycleways programme that need to be addressed urgently, to avoid further loss of public and political confidence.

One of the key issues in the report is the cycleway in Island Bay, which is perceived by the public to be "a poor solution" that was delivered without proper community engagement or consultation.

The cycle route is designed to run along Island Bay's main road, with cyclists riding between the cars and the footpath.

A number of residents, and city councillors, have criticised the design as being unsafe.

The report recommends the council works with NZTA to undertake a review and make any necessary modifications to Island Bay, in consultation with the community.

"A review is necessary to 'circuit-break' Island Bay and re-engage the community on what an 'integrated transport solution' could look like," the report says.

Wellington Mayor Celia Wade-Brown has welcomed the report and says it's a "positive opportunity" to make further progress on the city's cycleways.

She says they've learned lessons from Island Bay that they've applied to other projects.

The council's also undertaking an audit on traffic safety for the Island Bay cycleway, which will be considered by the Council's Transport and Urban Design Committee, along with recommendations from this report, at the end of June.
