The country is currently experiencing a building boom, with the number of consents issued for new dwellings reaching a 10-year high in November.
David Kelly, from the Registered Master Builders Association, says there's a shortage of quality builders in some areas.
"There's always an issue every time we have an upturn to be able to get sufficiently good qualified and experienced builders – that's the nature of a boom-bust industry."
Consents were issued for a record $1.6 billion worth of work in November.
