A report into the bungled handling of the Malaysian diplomat case will be made public today.

Muhammad Rizalman bin Islmail was sentenced to nine months home detention yesterday after he indecently assaulted Tania Billingsley at her Wellington home in 2014.

Rizalman worked at the Malaysian High Commission in Brooklyn when he was allowed to leave the country, despite being arrested and charged in relation to Ms Billingsley's case.

It wasn't until the events were made public and there was an outcry in New Zealand that the 39-year-old returned to face justice here.

The Ministry of Foreign Affairs is expected to release the report stemming from a Ministerial Inquiry before lunchtime.

Newshub understands the more than 80 page document will lay things out clearly as to how Rizalman was allowed to leave the country pending serious charges.

But there's no indication that any blame will be apportioned.

Foreign Minister Murray McCully saw the report more than a year ago but it couldn't be released because it could prejudice Rizalman's court case.

It's understood the report contains 21 recommendations to make sure an event like this doesn't happen again.

Mr McCully will be addressing the issues in the report this morning.
