A new report from the Human Rights Commission says there is evidence New Zealand has a problem with "structural discrimination".
Maori and Pacific Island people are especially discriminated against, race relations commissioner Joris De Bres told Firstline this morning.
Mr De Bres says structural discrimination does exist in New Zealand and the country needs to re-assess how organisations work.
“Despite all the efforts that are being made, it seems we still have to change our institutions to get gender equality, certainly at the governance level,” he told Firstline this morning.
Mr De Bres also told the show Maori and Pacific Island people are not getting the same outcomes through access to public services as other ethnicities.
