A bill set to crack down on cyber bullies and internet harassment has passed its first reading in Parliament.

The Harmful Digital Communications Bill aims to introduce a new enforcement regime and new criminal offences.

Associate Justice Minister Chester Borrows says rapid advances in technology have changed the way people communicate.

He says the bill won't be a silver bullet, but will help tackle the problem.

The bill has now been sent to the justice select committee for public submissions.
