Auckland Mayor Len Brown doesn't seem to be making much headway with his offer to kickstart the city's $2.8 billion underground rail project ahead of the date agreed with the Government.

He last week told Prime Minister John Key he would put up $250 million of ratepayer cash if the Government agreed to start the project before 2020 - the date it will start paying half the $2.8b.

Mr Key says he'll have to make a good case.

"Our officials will work through the proposal but, at this point, nothing has changed and we're still on track for 2020," he said yesterday.

"He has raised a fair point... we need to test that and see whether it's a genuine issue consider."
