The Government's newest cabinet minister Nikki Kaye has taken her seat at the circular cabinet table at the top of the Beehive for the first time.

The Auckland Central MP, 32, received the food safety, civil defence, youth affairs, associate education and associate immigration portfolios in Prime Minister John Key's cabinet reshuffle last month.

Nelson MP Nick Smith, who stepped down as Environment Minister last year after admitting a conflict of interest with ACC claimant Bronwyn Pullar during his time as ACC minister, also returned to the cabinet table this morning.

The pair were promoted alongside former whip Michael Woodhouse, who was made a minister outside cabinet, taking on the immigration, veterans' affairs and associate transport portfolios.

Their promotions came at the expense of housing and energy minister Phil Heatley and conservation minister Kate Wilkinson.

Mr Key said they had worked well but he needed fresh energy and ideas in cabinet.
