Talent2 picked before NZ payroll providers for Novopay

Talent2 is the Australian company paid at least $30 million to provide a payroll system for the Ministry of Education.
Who are they? Why won't they front up? Why did they win the job over the New Zealand companies who went for it?
Again New Zealand has been given an example of why, to misquote Forrest Gump, Novopay is like a box of chocolates – you never know what you're gonna get. At Apiti School in Manawatu, a relief teacher was overpaid by $30,000. That was just the beginning of the shambles.
Clarity and transparency seem to have been strikingly absent from this process. Good New Zealand payroll service providers tendered for the contract and didn't get it.
Campbell Live asked, under the Official Information Act, for the documents relating to the tender process. We're still waiting.
We've asked the Australian company awarded the contract for an interview to explain why they got it and what's gone wrong since. We're still waiting.
