Police have been unable to find two armed men thought to have barricaded themselves inside a Sydney shopping centre.

They were first called to the Warrawong Westfield Shopping Centre in the suburb of Woollongong around 6:10am (local time) after witnesses reported seeing the two people enter the Hoyts cinema.

The mall was evacuated and closed, and surrounding streets blocked off.

Police sent helicopters and dog squads to the scene, and took a 27-year-old woman away for questioning.

Six hours later, they released a statement saying, "Information obtained at the scene suggested two armed men remained in the shopping complex."

"A search of the complex by specialist police was unable to locate anyone."

Police say they suspect the men were committing a 'break and enter', and never took any hostages.

The mall reopened at 12.15pm (local time).
