Energy Minister Megan Woods has appointed an eight-member panel, headed by Miriam Dean QC, to lead the review of retail electricity prices.
Ms Woods last month announced terms of reference for the review, saying residential electricity prices had risen by about 50 percent since 2000 but the price for businesses had remained flat.
"We want to find out why that is," she said.
The review will investigate the entire market, from generation through transmission and distribution, to retail.
The panel members are mostly energy sector experts and it includes Consumer NZ chief executive Sue Chetwin.
