Kids in foster care might be under all sorts of hidden pressures from their birth family.

One way of providing them with a form of stability is through a KiwiSaver - a place where money can go and only be touched by the child once they're old enough. 

But a Bill that's trying to allow foster parents to open KiwiSaver accounts for kids in their care has faced all sorts of opposition on its way through Parliament, why?
