Parents are being urged to watch their kids closely around water this summer.
This follows the drowning of a four-year-old who was found unresponsive in a pool at a Beachlands property in Auckland on Christmas day.
Water Safety's Jonty Mills says young children need constant supervision.
"When possible keep those toddlers within an arms-length and certainly keep your eyes on those toddlers at all times," he says. "We know it takes less than a minute for a child to drown."
Mr Mills says any depth of water presents a risk to young children.
