Wellington police are concerned an empty raft spotted near Lower Hutt's Taita rocks may have had passengers onboard earlier on.
It was first seen partly subsmerged, floating down the Hutt River near Fergusson Dr and Moonshine Rd.
Authorities spotted the 2-metre long inflatable an hour later.
Anyone who knows if there were people on the raft is asked to contact their local police.
