What can we do to reduce child abuse cases?

Reports of child abuse regularly hit the headlines in this country. 

Police have arrested two people in relation to a four-month-old Auckland baby found with multiple fractures. 

It's the latest in a long line of child abuse cases. On average one child is killed every five weeks.

So what can be done?
