A handwritten anonymous letter warning residents of a Waikato town that Housing New Zealand had bought a property in the area has outraged locals.

The letter warned residents to be vigilant as the tenants would be low income earners and Work and Income clients.

Locals say the letter has shocked them.

"You can only assume that from the nature of that letter it's sounding like it's discriminatory from a racial and social-economic point of view," resident Mary Astle told RNZ.

Ms Astle, who has lived in the area for two years, said it was shocking because they have a diverse group of Maori, Indian, European and Chinese people living nearby.

Former Housing New Zealand tenant Keryn Stevens said she found the letter's contents appalling and hoped the author could learn to be less judgmental.

"Definitely don't judge somebody based on what they look like or what sort of things they have," she told RNZ.

Housing New Zealand bought the property on June 28.
