Police said he was driving slowly along Miranda St at around 6:20am, which had been closed off for an Anzac service.
He will be charged with drink driving offences and will appear in court at a later date.
Security is tight at Anzac services this year as the national terror threat level sits at medium after the Christchurch terror attack.
A number of services were cancelled to ensure a substantial police presence at each one.
