Police held a media conference about the arrests on Thursday following a series of Christchurch threats.
A person made a series of online posts threatening a terror attack involving car bombs on March 15.
Two men have been arrested, and one is charged.
Canterbury District Commander Superintendent John Price addressed the media at 8:30pm.
