Police have released the names of the two men who were killed when a gunman opened fire at an Auckland construction site on Thursday. 

The men are Solomona Tootoo, 45 of Manuwera and Tupuga Sipiliano, 44 of Wattle Downs.

"Police extend sincere condolences to the families, who are grieving the loss of their loved ones," Detective Superintendent Ross McKay said. 

The men were fatally shot by Matu Reid after he entered a construction site at Auckland's Commercial Bay early on Thursday morning with a pump action shotgun and opened fire.

Five people were also injured, including a policeman.   

A witness who saw Reid with the gun called police at 7:23am and armed police arrived shortly afterwards. 

Some time later, several witnesses reported hearing a string of gunshots fired in quick succession. 

Reporting from the scene, AM's Emma Olsen said she had "never seen so many police cars in one place", counting over 30 vehicles in the area. 

The armed offenders squad was seen entering the building just before 8am, she said. 

Evacuated people, including construction workers stationed at the Commercial Bay sites, were quickly escorted into surrounding buildings.  

It's understood further gunshots were heard at about 8am. Newshub cameras captured a man being carried from the scene by police, visibly covered in blood from the chest. 

Reid was fatally shot in an exchange of fire with armed police. 

 Police Commissioner Andrew Coster later confirmed Reid was the subject of a home detention sentence but had an exemption to work at the central Auckland site, so there was no sign of a breach.

Coster said it is believed the reason Reid was at that site on Thursday morning was connected to his work.

"The individual is known for, primarily, [a] family violence history. There is nothing to suggest that he has presented a high-level risk than was indicated by that history," Coster said.

Coster said Reid didn't have a gun licence. He also said there had been a previous search of his property, although police never found him in possession of a firearm.

A Corrections spokesperson told Newshub that since the shooting is subject to an active police investigation, they aren't able to provide any comment at this time.

There are six people injured, one of which is a police officer. This officer has a gunshot injury and is due to have surgery later on Thursday, Coster said. He said this officer was injured near the elevator shaft.

Prime Minister Chris Hipkins said there was no identified ideological or political motivation from the shooter, and also no threat to national security.
