Ministry of Social Development boss Brendan Boyle is promising the fit-out of his ministry's new Wellington headquarters will be "very modest".
In August the ministry will shift more than 2000 staff from its Bowen St premises, next to the Beehive, less than 300m up the road to new offices at 56 The Terrace.
The three Bowen St buildings that have housed the ministry since 1973 have offered cheap rent, but they've become run-down.
Mr Boyle says the building owners want to refurbish them later this year - with the intention of charging higher rent once that was done - so the ministry would have had to move regardless.
The cost of the relocation is expected to come in under the $39 million budget, which includes the cost of leasing some extra office space.
"This is a very modest fitout and we're very conscious of the focus on cost," Mr Boyle told reporters on Tuesday.
"We're providing just the standard tea and coffee facilities, there will be toilet paper for staff, all the basic stuff."
However, Mr Boyle wouldn't say how much more the ministry will have to pay in rent at the new premises compared to what they're currently paying on Bowen St.
