Commerce and Consumer Affairs Minister David Clark is speaking to media in Auckland to respond to the Commerce Commission's draft supermarket probe. 

The investigation has suggested the creation of a third retailer to "directly stimulate competition", after finding that the present duopoly "is not working well for consumers".
