Prime Minister Jacinda Ardern is announcing sanctions on Russia over its full-scale invasion of Ukraine, which began on February 24.

New Zealand has imposed travel bans on Russians associated with the invasion, prohibited the export of all goods intended for use by the Russian military and security forces, and suspended bilateral engagement until further notice.

But Ardern is set to announce new legislation to target individuals supporting or involved in the decision-making around the invasion, as well as "specific measures around aircraft, maritime space and so on".

New Zealand lacks an independent sanctions law that would allow it to target the Kremlin without going through the United Nations, which Russia as a permanent member of the Security Council has veto power over.
