How is the Syrian conflict still raging?

It's believed a quarter of a million people have now been killed in Syria's civil war.

But many, many more are affected – 7.6 million Syrians have been displaced, meaning they've lost their homes due to the conflict, while 4 million people have fled the country.

The violence began in 2011, meaning the conflict has been raging for four years.

But despite numerous claims President Bashir al-Assad's regime's been on the brink of extinction, the bloodshed goes on.

Just last week, a Syrian government airstrike on a rebel controlled town killed at least 82 people.

So how is that even possible?  A government, seemingly broke, with the money to drop expensive bombs on innocent people.
