Funding infrastructure to cope with tourists is causing a major problem from local councils.
Local Government New Zealand is working on a proposal to charge tourists a levy when they travel through the regions.
Councils claim they don't get enough revenue to upgrade things like roads and pipes, which need to be able to cope with rising tourist numbers.
