Many commentators are calling the Budget boring. There weren't any big surprises, save for another series of big tax increases for smokers.

But if you are Finance Minister Bill English you want a "sensible" Budget lacking in surprises.

The government's forecasting economic growth of an average of 2.8 percent over five years. Unemployment's tipped to fall below five percent.

But some economists believe the forecasts are too optimistic. If that turns out to be the case it will put the Government under pressure. Especially when Prime Minister John Key's keen to offer tax cuts as we go into the next election
