The Civil Aviation Authority is considering a lockout, after aviation security workers threatened strike action.
John Kay from the Civil Aviation Authority said "it is the consequence of strike action... our intention is to minimise disruption".
"It's a disappointing place to get to. There are frustrations on both sides."
