While some, including campaigner Andy Tookey, are calling for an 'opt-out' organ donation system, Health Minister Jonathan Coleman has slammed the idea of a donor register.
However, others are suggesting we could boost rates by paying live donors.
Organ donor rates are on the rise but are still lagging behind other developed nations.
New Zealand's main transplant centre, Auckland Hospital, carried out the highest number of organ transplants to date last year, helping 149 adults and 21 children. Between 2014 and 2015, the number of deceased donors increased from 46 to 53.
But at 11.8 donors per million population, that’s low.
