How young is too young for kids to start up social media accounts?

A recent study revealed 90 per cent of 16 to 24-year-olds use online social networks.

While more than 75 per cent of those aged 10-12 also have accounts.

Most sites require users to be 13 but hardly any of them do checks.

So how young is too young to join the online world and how can parents monitor their use?
