Why alcohol policy is not working

More than 40 per cent of alcohol in New Zealand is consumed in a binge drinking capacity. 

This means the alcohol industry is kept afloat by our inability to 'just have one or two'.

So, are global alcohol brands trying to steer Kiwi lawmakers away from creating policy which cuts our intake of booze?
