ACT Leader David Seymour wants Kiwis to have the right to be offensive without having to worry about getting arrested.

Seymour is proposing a Freedom to Speak Bill, which would repeal parts of the Human Right Act.

He says freedom of expression is the basis of all our freedoms but it is under attack.

The Freedom to Speak Bill will also specify that the Harmful Digital Communications Act only applies to complainants under the age of 18, to stop child bullying online.
