New Zealand's defence forced several turnovers, with Collier almost going over if not for a scrambling tackle to force him out.
But it wouldn't matter, as a USA lineout overthrow saw Carter pounce to split two defenders and go over for his second.
A penalty win gave New Zealand the perfect platform to launch one last attack before halftime, which allowed McGarvey-Black to spot the forwards ahead of him and race away up the middle for a 26-0 lead at the break.
Carter grabbed his third try right after the interval, with Joe Weber committing two tackles to release his support runner down the right wing.
Lewis Ormond extend New Zealand's lead with a clever grubber kick for himself before McGarvey-Black went over for his second following another turnover.
Brady Rush put the seal on a dominant win after another unforced error that allowed for the simplest of the put-downs.
Earlier, the Black Ferns Sevens ran in 10 tries in a huge win over Columbia.
Michaela Blyde scored a first-half hat-trick, while Portia Woodman-Wickliffe and Jazmin Felix-Hotham both grabbed doubles as New Zealand won 60-0 in their first pool fixture.
The Ferns needed just 30 seconds to find the try line, with Blyde producing a trademark step and fend to canter in from over 60 metres.
Woodman-Wickliffe was next to cross but needed a monstrous hand-off to get rid of a Columbian defender after she was caught from behind.
It wouldn't take long for Blyde to have her second, as she received the ball unmarked for the easiest of put-downs on the left wing.
She would have her hat trick just a minute later, showing great pace to burn her opposite and run her in another score.
New Zealand weren't done in the first half just yet, as Tyla Nathan-Wong got in on the action to score from a lineout move for the 33-0 lead at the break.
The Black Ferns immediately extend their lead from the second-half restart, with Stacey Fluhler plucking the ball out of the air from the kickoff to score the try.
Felix-Hotham grabbed her first of a try-double before Woodman-Wickliffe scored her second after a long cutout pass put her into space.
A missed opportunity from Fluhler laid the foundation for Felix-Hotham to score again from an easy stroll from a five-metre scrum before Columbia lost a player to the bin.
